Public Safety and Mental Health Initiative

This NOFO supports comprehensive service networks addressing untreated mental illness and substance use at the intersection of mental health, substance use, and justice systems. This program responds to the growing burden of endemic vagrancy, disorderly behavior and public safety threats faced by law enforcement agencies. These agencies are often positioned as first responders to situations better addressed by health and social service systems. Law enforcement and justice agencies nationwide need actionable alternatives that prioritize both public order and appropriate treatment settings for those experiencing mental illness or substance use disorders. Specifically, this initiative provides funding to support activities through four core areas: (1) crisis stabilization centers; (2) treatment services; (3) housing access; and (4) electronic health record (EHR) systems and technology modernization.

Community Innovation Pilot Awards (CIPA) Program

These awards will fund innovative, community-based models throughout California that are working to improve Black maternal and infant health by reducing chronic stress, addressing neighborhood conditions, and expanding access to high-quality, respectful health care.

During the initial two-year funding cycle, the CIPA program will support 4-5 community-based organizations (CBOs) in California that are addressing maternal and infant health disparities by providing culturally congruent and community-centered perinatal health programs and services to pregnant and postpartum Black women, other Black birthing people, and their families.

Cerfified Community Behavioral Health Clinic Improvement and Advancement

The purpose of this program is to sustain and enhance services at existing Certified Community Behavioral Health Clinics (CCBHCs). This includes serving individuals across the lifespan with or at risk for mental health and/or substance use disorders (SUDs). CCBHCs are community-based clinics that offer coordinated, evidence-based outpatient services, including crisis services, while also enhancing access for anyone in need and coordinating care to mitigate gaps in care.

The purpose of this program is to support a comprehensive, public health, and evidence-based approach for colleges and universities that: improves access to behavioral health services for all college students, including those at risk for suicide, depression, serious mental illness, and substance use disorders that can lead to school failure; prevents and reduces suicide, mental health and substance use disorders; promotes student help-seeking behaviors and reduces stigma; improves the identification and treatment of at-risk college students.

Project AWARE (Advancing Wellness and Resiliency in Education)
